Objectives of Role
The Project Manager supports the effective delivery of project activities through end-to-end coordination of operations, procurement, contracting, grants and subsidy administration, financial processing, compliance, and project documentation.
Working closely with the Senior Program Manager and Activity Director, the role ensures activities are delivered in line with contractual obligations, donor requirements, and organisational policies. It also acts as a key coordination point for operational delivery and governance across multiple workstreams.
Role Responsibilities
Project Operations and Delivery
Coordinate day-to-day project implementation activities and operational workflows to ensure timely delivery of project outputs and milestones.
Monitor project schedules, deliverables, approvals, and dependencies, proactively tracking progress and escalating risks or delays as required.
Support mobilisation, implementation, and close-out phases of projects, ensuring readiness of systems, documentation, and operational processes.
Procurement, Contracting and Grants Administration
Manage end-to-end procurement processes including vendor identification, due diligence, onboarding, and engagement of consultants, subcontractors, suppliers, service providers, and grant recipients.
Prepare, coordinate, and maintain contractual documentation including subconsultant agreements, subcontract agreements, grant agreements, subsidy agreements, purchase orders, and variations.
Administer grants and subsidies, including agreement preparation, compliance checks, vendor setup, payment coordination, and ongoing contract monitoring.
Financial Administration and Processing
Review invoices, payment requests, and supporting documentation to ensure accuracy, completeness, and compliance with project and donor requirements.
Prepare and process payment requests, including invoice entry and documentation management in organisational systems (e.g. BST and related platforms).
Monitor payment workflows, following up on approvals, documentation gaps, and outstanding actions to ensure timely processing.
Compliance, Risk and Quality Assurance
Support compliance with donor and organisational policies, including Safeguarding, PSEAH, Child Protection, Fraud and Corruption Prevention, Anti-Bribery, Environmental Protection, Gender Equality, and Disability Inclusion.
Assist in identifying, monitoring, and escalating operational, contractual, and compliance risks, and support implementation of mitigation actions.
Report incidents or suspected breaches in line with organisational governance and escalation frameworks.
Project Systems, Reporting and Stakeholder Coordination
Maintain accurate and audit-ready project records, registers, trackers, databases, and filing systems.
Support preparation of project reporting, management updates, audit responses, and operational documentation.
Maintain program records and ensure the Program Management System (Mitra) and other project systems are accurate, current, and audit-ready at all times.
About You
Essential Experience and Knowledge
Relevant tertiary qualification in Project Management, Business Administration, International Development, Finance, Procurement, or a related discipline.
Demonstrated experience in project coordination, project management support, program operations, grants administration, procurement, or contract management within donor-funded or complex project environments.
Proven experience managing end-to-end operational processes including procurement, due diligence, contracting, vendor onboarding, invoice processing, and document control.
Strong understanding of procurement, contract administration, and compliance frameworks, with the ability to interpret and apply organisational and donor requirements.
Excellent organisational and time management skills, with the ability to manage competing priorities and deliver within tight deadlines.
Strong written and verbal communication skills, with the ability to engage effectively with internal teams and external stakeholders.
Strong analytical and problem-solving skills, with the ability to identify issues early, monitor workflows, and drive actions through to completion.
High attention to detail with demonstrated ability to maintain accurate records and manage confidential information.
Proficiency in Microsoft Office Suite and experience using project management, financial, and document management systems (e.g. BST or similar platforms would be beneficial).
Ability to work independently while contributing effectively within a collaborative, cross-functional team environment.
Strong commitment to ethical conduct and compliance with safeguarding, fraud prevention, child protection, gender equality, and disability inclusion standards.
