This lopsided distribution of income contributes to low morale among staff. The only individuals displaying enthusiasm are recent college graduates, whose optimism may dwindle after a year or two. Moreover, opportunities for advancement appear to hinge more on chance rather than merit, determined by the projects one is allocated to.
