Generally decent people and lots of highly skilled and capable employees, particularly at the low and middle levels

Some cultural inertia, hard to change things or move fast

Good office location with easy transport links

Poor office environment - hardly anyone there on any day of the week. Senior leadership lacks diversity of experience - good civil service knowledge but needs mix of commercial experience to understand commercial challenges & blockers to growth Painfully slow processes & decision making - the hallmarks of a lack of experience in thinking fast and with confidence.
