In some departments it is exceedingly rare to get promoted to AC5, in other departments the bar is much lower. This is clear from the numbers of promotions 2004 thru 2014 in each dept, and the qualifications of those getting promoted to AC5. Also, there are many layers of management. Most middle-managers are not very good at managing people, nor are they people you enjoy working for. Offices are small and shared and if your office mate is talking or on phone its very hard to concentrate without headphones. You need to be a department head (that s only about 1% of people) to get your own office. A lot of hypocrisy around the issue of indirect charges, if a meeting or activity is indirect they rarely mention any charge number because they dont really want you to charge indirect, its bad for the corporation's overhead rate.
