Pros

There's room for innovative approaches and solutions as long as your manager supports you.

Cons

IOM needs to address the unchecked bullying by supervisors. Staff are fearful of retaliation or losing their contract if they speak up. A supervisor has enough power to tell HR to give someone a monthly contract even when funding is available for a year. Or to keep staff at a lower grade level for years. This is an institutional issue because even reporting doesn't help.
