I was first screened by the HR manager, and he was very eager to schedule something with the hiring manager and set expectations that he'd want to fly my out as soon as possible (would be relocating). The phone interview with the hiring manager was scheduled within a couple weeks. Overall it was conversational, and I enjoyed speaking with him - there weren't any "interview questions" it was mostly talking about my background and him peppering in questions as appropriate.
He told me that they would connect with me the following week. The HR manager did call me the following week and left me a voicemail saying that he wanted to discuss the feedback and that it was positive - and they want to find a time to get me out for an in-person interview. Great. Well, I left a few messages with the hiring manager and emails giving him dates that would work to both talk on the phone as well as travel dates. I literally didn't hear back from him for 3 weeks and the voicemail he left me at that point was they had identified another candidate they were going with but were still interested in keeping in touch with me. After that experience, I wasn't too impressed with ULTA.
