Most people have worked there for the bulk of their career and see anyone with >3 positions on their resume as "job hoppers". Hiring VP prepped me before meetings with HR VP and CEO said the position had been open for 4+ months and that the org needs a lot of improvement but is change adverse. She also shared that they are very strict with little chance for advancement as any promotion takes years and years. She was 10 minutes late for our meeting and couldn't stop yawning.
