Confusing culture with mixed senior management and poor balance

Career opportunities throughout the organisation are OK if in lower cost locations but this is away from where leadership sits. HQ seems to be cutting back. Compensation and benefits decreased after spin off (not surprising as they should be in line with competitors, not innovative medicine companies) culture and values...what is communicated is confusing, the actions don't match what is said, people seem scared and worried about losing their jobs diversity and inclusion: no one is against it but it's also not the top priority. senior management: mixed but bad behavior is ignored if they deliver work/life balance: those who are capable are often required / encouraged to work harder to cover for others who underperform.
