The projects lacked stability, and constant reshuffling made it hard for people to contribute in a meaningful way, which also hurt their career growth by limiting ownership, continuity, and the chance to build impactful work. Management may have prioritized billing additional engineering hours rather than setting clear expectations with the customer about a realistic project pace. That approach ultimately created unnecessary rework and left the engineering team frustrated.
