The company culture allows B players to linger on forever and the Peter Principle is pervasive across middle management, so anyone with a driven personality and a good work ethic is likely to find themselves having to pull more than their fair share of the weight simply to make up for those who aren't.
There is no path to advance here. After years of 'working on it' (see above re: B players), an incomplete career growth plan was issued for a limited selection of job types. Opportunities for advancing in to management roles are very rare to appear and often filled via external hires. Time and again existing managers who have failed in their roles are simply shuffled in to new roles at the same level under guise of 'reorg' instead of being moved out to make room for new blood.
Make no mistake - you will be in your role or limited to making lateral moves during your stay here, until such time as the pay and benefits no longer distract you from the fact that you are treading water and it's time to move on.
