-Poor tone at the top, especially from senior management (GS-14 and above) at Census headquarters. -Relatively young, inexperienced management staff in certain divisions such as the Finance Division that need real leadership and communications training. -Management puts a lot of blame on others instead of taking real responsibility for problems they created. -Management at the GS – 14 and 15 levels in certain divisions such as the Finance Division at Census headquarters yelling at, belittling, disrespecting, undermining and insulting employees. -Lack of promotional opportunities and the need to apply to other agencies in order to advance. -Outdated financial system.
