Primary issues : Leadership and sexual harassment. Most of the the middle and senior management are old "friends-of-friends", they don't function well in the positions they were given and would be a corporate disaster if the extent of their business was more complex than simply lobbying/writing proposals that undercut opponents by an hourly margin. There is no product to manage, very little customer service, and almost no overhead unless the company had already received tax-payer sponsored resources from an agency official they had lobbied. Even with such an easy business model, the senior leadership still manages to botch projects and add more strife into the mix by having a sanctioned sexual harassment culture.
