Leadership changes every 4 to 8 years at which time you have to undo everything that you have been doing for the 4 to 8 years. Then you have to start doing the exact opposite for the next 4 to 8 years. On top of this, each new administration brings in their own people whether they are qualified or not. This can be good or bad. Sometimes you get good qualified Leadership but sometimes you get the complete opposite.
