Poor management from the top down. Wages are competitive with the poverty line. All types of behavior is tolerated with no differentiation. There or no raises. And there is no reward for doing good work and there's no punishment for doing bad work. So there is no motivation either way. Hostile work environment with aggressive co-workers and even management at times. There is so much gaslighting. Old/entitled management that doesn't want to progress and have lost all ambition to improve.
