This is definitely french civil servants. In some departments (10 to 20%) maybe there is high level research going on but in most depts the level is not high research standard. If you have good ideas and manage to achieve, you have sort of free hands.
Cons
This is definitely french civil servants. The permanent professionnals mostly just do the least they can, waiting for the end of the day. There really is no proactive behaviour
