Pros
It really depends what line of business (LOB) you work in. However, I found many passionate people in my LOB that really cared about the work. It is also a good way to get experience and work towards a federal career (if the hiring freeze lets up).
Cons
This is the most hierarchical and process heavy organization that I have ever worked at. The best ideas have little room to see the light of day, instead inexperienced middle managers tend to micromanage and dominate any semblance of effective work.
