They cannot retain talent and are desperate, so everyone who joins already knows they are just here to do their stint, level up, and move on with whatever laurels they can collect.

To last here, you have to put up with people who are just competent enough to sit on top, but too dumb to realise they are only sitting at the top of the bottom of the barrel. A lot of unwarranted self importance. That is the reality of the leadership culture.
