Management is non-existent; simply being there in title does not a manager make. The organization is so consumed with saving money v. expenditures, that turnover is ridiculously high and the Japanese President and Coordinators have no care to change that, as the workforce is made up of temp employees looking for a second chance in life, refugees from other countries needing any employment, and just out of high school kids.
