They are a conglomeration of smaller companies. All working with their own agendas under a single entity that wants central management of IT but is not willing to let the department from the VP of IT on down do what is necessary to do this right. They want to certify as ISO 27001 but don't really want to do everything necessary to be doing the standard, just be able to appear to be when audited.
