There are great people on staff who are passionate about their work.

Financially, the organization and programs are very poorly managed. The programs have limited impact. There are a handful of high level people whose jobs no one can make sense of and whose contributions seem unnecessary. The work can seem arbitrary and abstract without concrete benefits.
