Management do not valorize technical people. There does not exist a concept of career for technicians. One can work as tester, programmer, business analyst, technical architect, but those are roles that one has on a project-by-project basis. He who is an architect on a project, even though brilliant, could be well engaged as a programmer on another project (perhaps concurrently). So those roles are only temporary as-needed project roles and not corporate roles, with easy-to-understand contraddictions in terms of salary.
