The civil service is not the place to be if you are ambitious. 80% of the staff just want to do the bare minimum and hard work does not pay off. The promotion structure is complete madness and had me thinking there was something wrong with me. I left for private sector and in just 2 years have had 2 promotions and now earn 3x my dwp salary.
