Cons
When tech people are managed by non-tech guys then one can expect what will happen. No fruitful discussion ever happened on any designing. All the decisions are made by 1-2 people who themselves has no background on tech, but they decide what to do and what not. Lack of vision. Lack of management. Lack of planning. How the project should be aligned and structured with tech guys is completely random.
