Cons
The majority of the engineers aren't hard working. They go around talking to others and waste a few hours a day doing nothing. 25% of the engineers carry the project. The other 75% do as much work and give effort that is equal to someone that should be making $15/hr. New hires come in wanting to do more, but lose desire because coworkers and some seniors have stopped caring and give the minimum amount of effort. There is no incentive to do more. You have to write in your hours and request hours from project managers, almost like we are working for McDonalds. CALTRANS has failed the design team by not providing any equipment for teleworks (ie work cellphone, laptop, monitor...)
