Not Sure how You Move Up Here, Bad Management - Software Engineer II COLSA Employee Review

Unfortunately my project has bad management. There is no guidance, no team structure, no planning at all. This causes a lot of rework and confusion. Management knows it and has not done anything about it. There is also no explanation on how to get promoted here. You will just be given more tasks and duties without the promotion that you deserve.
