Older staff have a grip on the culture. Low student accountability -- students are free to leave and enter class as they please. Student cell phone use is rampant and unenforced as a school. Discipline as a whole school is not clearly enforced or communicated. Each teacher is expected to figure out the chaos of the classroom on their own with little admin support. Teachers and admin seem to be reluctant to speak up about student learning culture and accountability.
