Changes are planned at a high level that tasks on the ground does not get done or remaining staff gets overload. - Business processes are immature, relying on relationships, informal arrangements and manual workaround. Initiatives are in place to address this, but with staff attrition due to organisational changes and inadequate resources for robust processes management, it will take time to reach maturity. - No known plan at staff level about plans to upskill people for the coming digitalisation of processes.
