Cons
A constant cycle or re-organzations have left the IS/IT workforce jaded and demoralized. Morever, over-reliance on outsourcing have decimated critical IT capabilities (but not surprisingly, the politically astute bureacrats continue to survive and prosper in such re-orgs). That along with the mind-numbing bureacracy and a cornucopia of outsourced service providers, has ensured that that the more skilled and creative employees have either left, or volunteered for redundancy. The only people who are really interested is sticking around now are those with big pensions waiting at the end of the line.
