Very good culture to learn and take on responsibility, without undue stress and expectations.
There is lots of OT work available if you desire/need additional income.

Cons
Promotions or merit increases are non existent after your Level 3 Cert Test.
Passing Level 4 test has no merit promotion and only qualifies you to interview for Foreman Spots.
Your career progression is sort of out of your control after you pass your Level 3 Test.
All Techs are given same pay increases when passing tests, irrespective of the work they do or tests they receive relative to others. A worker may have passed all 3 tests with 70's after multiple tries, still be performing the same work at the same level they were a year ago, and receive the same pay as someone excelling in their role and increasing their performance and work knowledge.
Water Department is not Autonomous, so decision making can become politicized with City Hall and differing interests.
