Supervisors and managers are given zero power. The only way to get rid of an incompetent employee is to catch them with a drug test, or convince the senior managers, which is a rarity. Everybody knows this, there is little incentive to work hard when lazy people who make mistakes are not disciplined. Death by meetings and committees that accomplish little.
