Mid-level managers (Dir/Sr. Dir) in some parts of the organization, esp. North America, are only focused on personal benefits and protecting their seat. Some don't even have the necessay qualifications or experience to be in these roles. They are getting by via misdirection, causing confusion and delays. They are so well fed, they know they are unemployable elsewhere. They are a liability to the firm.
Consequently there is little to no growth opportunities and career reviews are used as a way to demotivate and hold people down. using flimsy excuses to deny bonus or other other benefits.
