The Opportunity | Te āheinga
We’re looking for a skilled and motivated Business Analyst to join our Delivery and Enablement Group at NPDC.
Reporting to the Digital Portfolio Lead you’ll play an integral role in delivering high-quality business analysis, project coordination and change management support across a diverse range of initiatives. Working closely with stakeholders across the organisation, you’ll help identify opportunities, design effective solutions and drive improvements that enhance business processes, strengthen service delivery and support strategic outcomes.
We’re seeking someone who combines strong analytical capability with a genuine passion for working with people. You’ll bring curiosity, empathy and a collaborative approach, enabling you to translate complex challenges into practical, user-focused solutions.

Key Responsibilities | Ngā haepapa matua
Work with the business to define, understand and document the business processes and existing and desired business capabilities.
Creating detailed business analysis and requirements, outlining problems, opportunities and solutions for the business.
Iterate new business capabilities into the future state business architecture.
Collaborate with business leaders to produce quality Point of Entry Cases, Business Cases and work products.
Support PMO project delivery to enable timely execution of projects.
Measure and monitor projects for compliance with PMO project governance standards.
Identify opportunities for process improvement which deliver better services to customers and more effective and efficient ways of working.
Facilitate and co-ordinate workshops and meetings with project teams, key stakeholders and designers across all project stages.
Facilitate and provide training support for new systems and change processes to ensure successful project outcomes.
Actively ensure that legislative requirements and Council policies and procedures are fulfilled, particularly in relation to all key relevant legislation.
Contribute to a collaborative, outcomes-focused team environment where people support each other, take ownership, and deliver together
Essential Skills and Experience | Ngā pūkenga me ngā wheako
A tertiary qualification in business or a related discipline, or equivalent experience
Proven analytical capability
Strong understanding of change management
Experience working at a business, department or project level to deliver outcomes
Knowledge of organisational change in a complex environment
Understanding of local government drivers and statutory requirements (preferred)
Experience with process improvement and project management tools
