Simulate an environment where there are three sites each of which has a meter. This meter emits
data on a per second basis. Each site is hosted in a docker container. The meter will return a random
value between 44 and 55.
The front end will represent the three sites, the status and their latest 4 values.
The front end can stop and re-start a site.
