I applied for the opening via the Army's (now defunct) hiring process, and electronically submitted my resume. The Army uses a program called Resumix, which electronically scans, grades, and ranks resumes based on expected keywords. The top resumes are forwarded to a hiring board, which whittles down the resume and picks the top three or four resumes. The person with the highest score is hired.

I was not interviewed for this job, as I worked in the same facility in a different section. The only guess I can hazard is that the hiring board people (who remained anonymous) know my technical proficiency, work ethic, and my ability to work with other team members and outside agencies.
Not hard at all. The process of joining is fairly easy. Pass your advance or try to get a higher job and look for a job that is transferable to civilian workforce.

You’ll start by speaking with an Army recruiter. They’ll explain the different roles, requirements, and benefits of joining. This is more of an informational meeting than a traditional interview, but they’ll ask about your background, education, and motivations for joining.

Interview
Pretty straight forward. They ask 4-5 scenario questions. Just answer truthfully and know about the organization. They usually have a panel of about 3 to 4 people that will each take turn asking you 1 question. Then they allow you to ask them any questions you want.
