TransAltus interview questions

It was referral based interview. Completed all rounds of interview and it was confirmed by HR but after that they didn't reply. My friend asked them multiple times and later they said we don't have sufficient budget then Why did they scheduled interview? By the way, Process took 3 weeks of time.
