Direct Interview with the Executive Manager, Before Interviews by the Sr. Project Manager and experts i every discipline trade such as Civil Engineering, MEP, HVAC, Contractual related etc..

Interview review of skills and experience to establish capability and pay grade. Mostly by the design manager. Some are hired on campus, some are walk-ins, there is no particular time unless it is advertised. Some are referrals by employees and some are relatives etc. It is always between need for people and the need for jobs.
