I believe they have contracted with an interim HR person for a period to oversee the placement for this job. She sent me an email requesting my availability for a phone interview to which I had promptly replied. However, after that I never heard from her. My belief is that If you decide you no longer wish to interview someone after formally expressing interest, the courteous and respectful thing to do is to let them know.
