Applied to a job positing on Indeed and then their HR manager reached out to do a interview. The company is basically like an agent to represent you and present you to their client who is the city of Los Angeles. They will rebuilt your resume to fit the job description and try to make you look more appealing to the client to get a interview. I talked to the HR person and it was basically simple questions with no technical questions. If you pass that round then they will send you a contract to sign to allow the company to represent you to their client. I never got that contract so I guess they didn't want me.

Interview
Initially, they contacted me via the phone and scheduled a phone screen. The phone screen lasted about 15 minutes. Later I received a call for a face to face interview. The interview lasted about an hour and was a fairly simple process. I thought it went well, but I didn't make the final cut. Overall, it was a pleasant process.

Interview
Submitted resume online, followed up by phone and emails. No response for 3 weeks. Finally got hold of the recruiter by phone. She asked to see my samples of work, which I emailed to her but then never heard from the recruiter again. Did not receive an interview appointment whatsoever or status updates. The job was not filled for 12 months or longer. The company seems mysterious, nonresponsive, and unprofessional.
