Dimensional Strategies interview questions

The interview went great I thought, I got asked personal and technical questions I answered, they were simple and straight forward overall. And I was told by the Director, Recruitment that they will get back to me for a technical interview, but it is going over 3 months I did not hear from them again. Even when I tried to follow up with the HR his response was not helpful, still having false hope. My Advice to the HR: I understand that you are a start-up company and may not be operating at your optimal capacity. That is totally understandable. Please after an interview, tell candidate you may or may NOT get back to them depending on how things go. DON'T tell people you will schedule them for a technical interview, leaving them with a false hope and having them to keep preparing for your promised technical interview indefinitely. This is very unprofessional as it will not cost you anything to send an email to a candidate advising them that you will not be going further with them.
