Complete Care Centers interview questions

I've had two interviews with this company. During the first one, the recruiter asked me how I would keep my team accountable to sales goals, to which I responded that I would firstly look at the data and the trends. She immediately disqualified me because she said this wasn't an analytics role. During my second time interviewing for the same role two years later, the recruiter didn't call me on time. So I called him. He proceeded to tell me that he couldn't get into his system, hence why he hadn't called me yet. He said he'd ask me some basic screening questions and would reschedule the call for the next day, to which I agreed. The next day I received an email saying that I wasn't qualified for any of the roles he was hiring for. Why did he reach out to me in the first place, then?
