I sent in my cover letter and Resume and was contacted that they were interested and wanted my salary requirements. After researching the institution and see that salaries seemed very low, I gave a number that was about 100% below market value. Even with this, my number was still out of their budget. This institution's salaries seem to be stuck in the 60's and completely out of touch with reality.
