Initial online qualification examination along with required submission of statement of qualification, followed by in-person interview with a panel of 2+ personnel, followed by language proficiency exam (for bilingual position). All in all, not a quick process, and with LOTS of initial steps to follow. I believe all the steps are part of their seeing how well you can follow directions.
