You apply, if you have experience teaching, or if they just need teachers you should be good. They like students who want to teach in the future. There is not much of an interview beyond your statement of purpose.

Discuss your resume and qualifications, familiarity with the subject you will teach (mostly labs), and your comfort level speaking in front of classrooms/students. Also discussion on the expectations for your responsibilities (essentially you are the only instructor for the class)
