Easy phone, in person then final decision , HR involved, Hiring Manager final authority. HR just for arranging interviews scheduled but hiring manger can reject or select. Reference is top priority
The interview was for an internal position and was held via skype video conf in the times of Corona. The interview was conducted by the would be supervisor of the position.
