Hybrid interview with one interviewer offline and two online on teams. Not very pleasent because they did not look very concentrated and interested to the interview. (then why called me there)

It takes 2.5 months after submitting my resume and I was informed by the HR to attend the interview. The interview was quite chill and I could answer most of the questions from the hiring manager. I was confident that I could secure a job position as the interview lasted more than 1 hour and it was an enjoyable interview. I was informed by the HR to submit the necessary information they require days after interview was over. What frustrated and disappointed me the most is the outcome from the HR as letter of offer could not be provided after being informed that I did not meet one of the job requirements. If I did not meet the job requirement, please do not waste my time as well as hiring manager's time for interview to be carried out in the first place after vetting through my resume.
