The company is billing clients by the hour, and needs to maximize revenue - their way to do it is to have many non-professional employees (un-experienced, non-skilled and generally not very good), backed by a small number of professional employees to keep a facade of a functioning operation. It results in low salaries and caos in managing HR. The job is always done - but not sure how efficient it is. also, not enough emphasis on HR management, but unfortunately this is part of the deal when discussing Israeli consultancy agents :(
