      Description Horry Telephone Cooperative (HTC) is the incumbent local exchange carrier (ILEC) serving rural Horry County in South Carolina. HTC offers local and long-distance voice service, Internet access, cable TV, and mobile phone service (through AT&T Mobility) and maintains almost 100,000 access lines. (The population of Horry County is about 260,000 people). The company first brought phone service to the coastal area in 1954 with help from the Horry Electric Cooperative and the Rural Electrification Administration. Its competitive local-exchange carrier (CLEC) subsidiary HTC Communications offers phone service in neighboring Georgetown County.
