The purpose of the Hazardous Substances New Organisms (HSNO) Group is to manage consent, application and reassessment processes.
The Hazardous Substances team are looking for a technically capable business analyst to own our IUCLID platform and drive its continuous improvement.
IUCLID is a software application used to record, store, maintain, and exchange data on the intrinsic and hazardous properties of chemical substances. It is a key software application international regulatory bodies in the chemical industry.
The successful candidate will work with the hazardous substances team to design, develop and continuously improve the IUCLID solution package: the application database, reporting database, publishing pipeline, and the windows server infrastructure that under pins it, operating across the full solution development lifecycle. Strong SQL skills are essential. Familiarity with the deeper infrastructure layer is not required on day one, but the appetite to grow into it (supported but multiple vendors) is.
The role involves participating in international IUCLID working groups, implementing updates and upgrades to the platform, assessing emerging IUCLID adjacent tools for their fit with EPA's work, and managing and improving the internal tools that surround it, such as: Power BI reporting, web publishing of IUCLID data. It offers an opportunity to contribute to an international community of IUCLID users and the management of scientific data.
You will manage relationships with multiple vendors to maintain and improve the platform. This includes translating business needs into requirements, communicating priorities, ensuring tasks and projects are delivered against agreements, testing fixes and improvements, and managing the associated budgets and vendor invoicing.
We would love to hear from you if you bring strong capability across several of the following, with the appetite the develop the rest quickly:
SQL: Confident writing, debugging, and tracing data through complex queries, views and stored procedures, using tools such as SQL server Management Studio and VS Code.
Power BI : Both report design, development, and maintenance
The Azure platform: Includes function app, application insights, API's and the broader DevOps tooling.
Analytical and problem-solving skills, with the ability to take initiative and work autonomously across multiple technical systems.
Demonstrated ability to develop and manage vendor relationships, including commercial and budget oversight.
Strong written and oral communication, particularly translating between technical and scientific audiences.

The breadth to look across the platform, reporting layer, and the upgrade roadmap, and tell us where this should be heading over the coming years.

$74,582 - $111,874 per annum (midpoint $93,228).
This is the full salary range. Appointments will likely be made at or below the midpoint of this range, depending on skills and experience. An appointment at the midpoint assumes 100% competency in the role, with the full band covering a range of 80% - 120%.
