The Disability Support Services Group (DSS) has been established to ensure fairer access to disability support services in New Zealand, ensuring those with the greatest needs receive quality support services.
The Transformation team is in place to continue work to strengthen DSS services for the future following the implementation of the independent review recommendations.
The work ahead aims to:
- provide disabled people with certain and consistent access to DSS, no matter what their circumstances or where they live in New Zealand
- prioritise funding for disabled people with the highest needs, and those who would benefit most from early intervention support,
- ensure that Enabling Good Lives (EGL) principles are put into practice
- ensure that the long-term sustainability of DSS is strengthened to provide disabled people and carers with services that are consistent, fair and affordable.
About the role | Mo te tunga:As a Business Analyst or Senior Business Analyst, you'll play a key role in the Disability Support Services (DSS) Review Programme Taskforce supporting the redesign of how disability support services are delivered across Aotearoa New Zealand.
Working closely with the Workstream Lead and senior leaders, you'll lead analysis within a complex, high-profile programme with significant business, service design, and technology implications, directly informing future service models and Ministerial decision-making.
You'll operate in a structured programme environment, coordinating workstreams, engaging across the system, and providing clear, evidence-based advice on complex issues.
These are Wellington based roles and are fixed term ending 30 June 2027.
Key responsibilities include:
- Lead analysis workstreams aligned to DSS programme priorities
- Provide quality insights and documentation to support senior and Ministerial decision-making
- Identify and document current and future state processes, requirements, and service models
- Develop practical solutions that support system transformation
- Undertake impact assessments across business, service delivery, and technology domains
- Support testing, readiness, and implementation activities
- Represent the Ministry in cross-agency forums and contribute to system-wide thinking
- Mentor other Business Analysts and support consistency across the programme

What you bring | Ou pumanawatanga:
You bring strong analytical capability alongside the ability to operate effectively in complex, fast-paced programme environments. You are comfortable navigating ambiguity and providing clear, actionable insights to support system-level change.
- Experience as a Business Analyst / Senior Business Analyst within large, structured programmes-ideally in government or public sector settings
- Proven experience delivering analysis within transformation or service redesign programmes
- Strong ability to scope, prioritise, and deliver complex and interdependent workstreams
- Excellent analytical and critical thinking skills, with the ability to synthesise complex information into clear insights
- Highly developed stakeholder engagement skills, with the ability to influence across business, policy, and technology groups
- Experience working across service delivery, operational, and/or technology environments
- Proficiency with tools such as Visio, PowerPoint, Jira, Confluence, and SharePoint
- Understanding of public sector operating environments and working with Ministers
- Adaptable, resilient, and emotionally intelligent, with a collaborative and inclusive working style
- A strong commitment to improving outcomes for disabled people, whanau, and the disability community
