Why doesn't DHCP use TCP?

It's a chicken egg issue. To use TCP the client needs a IP address. DHCP is used to give a client a IP address
DHCP uses a broadcast to locate the server. Broadcasts can only be sent via connection-less protocol like UDP. TCP is connection-oriented.
